Meet Joaquim Batista XAVIER Filho, Minister of Justice

Question 1: – Could you introduce yourself?

Joaquim Batista XAVIER Filho, currently Minister of Justice, Brazilian, 52 years old, lawyer with 30 years of experience, that works with corporate law throughout the Brazilian territory, in the following branches of Law: Corporate, Labor, Family, Civil, Corporate, Consumer Protection and Social Security.

Question 2: – What is your view of Panfricanism?

We have to seek the unity of the peoples of Africa, who are scattered throughout the world. I defend the tireless search through solidarity for our origins, cults, beliefs and ancestry. I also understand that Africa, in order to have an active voice on the continent, needs the leadership of different peoples to use the intelligence and strategy accumulated over decades and decades, in order to seek this unity and the strengthening of Africa, which represents one of the greatest potential in cultural, technological , business and agriculture.

Question 3: – Who is your favorite character in Pan-African history and why?

Zumbi dos Palmares, in my opinion is one of the main characters of the black movement against slavery in Brazil (officially abolished on May 18, 1888), he is a symbol of the resistance of Afro-Brazilians to the institution of slavery for having led Quilombo dos Palmares, an important community of enslaved people who had managed to escape their captors (the planters) in the 17th century (it was formed at the end of the 16th century).
Zumbi dos Palmares was executed for resisting annihilation by the Portuguese in 1694. The Palmares region was located in Serra da Barriga, on the Captaincy of Pernambuco, current region of União dos Palmares, in Alagoas, Brazil.
It showed all its vitality in the struggle for the freedom of slaves and in Brazil, when on November 20th, it was chosen to be the Day of Black Consciousness in Brazil.

Question 4: – With the beginning of technology and investment in Africa, how do you see Africa in the 21st century?

21st century Africa represents one of the main world powers in cultural, business and agricultural terms, with special emphasis on its mineral reserves in general. African technologies need to be used as a factor to trigger the development of the whole continent, through strategic and intelligent partnerships.

Question 5: – What initiatives and projects have been manifested through your position in the State of the African Diaspora?

– Entrepreneurship and business development projects focused on nano, micro and small companies, industry, commerce, agriculture and services.

– Projects focused on improving the quality of life of Quilombos, through the exchange of experiences and good practices, in addition to the certification of products and services.

– Strategic partnership projects with national and international entities that seek to develop a better, more just and humanized world.

Question 6: – What do you plan to do for the African Diaspora State in the future?

As Minister of Justice, act in an integrated manner with the other Ministries, providing legal certainty.

We developed the Mission, Vision and Values of the Ministry of Justice, as we believe these items are important.

Mission: To act in an integrated and systemic way for the valorization of the African population and their descendants wherever they are.
Vision: To work for the African Diaspora to be recognized in all parts of the world.
Values: Respect, appreciation, ethics, preservation of culture, equality, fraternity, sustainable business.

Major international themes that the Ministry of Justice will also develop into :
–       Repair.
–       Discrimination.
–       Slavery.

– Partnerships, agreements, terms of technical cooperation with national and international entities.
